No. 安心な is psychological thing. Feeling of security. Feeling of relief, to be in peace
Ex. それを聞いて安心しました。= I am relieved to hear that.
安全な means “safe” or physical security, risk-free,
Ex. 安全な場所= safe place
So it is possible to say 安全で安心に暮らす= anzen de anshin ni kurasu= to live safely in peace of mind
